My personal HC is that the lightning redirector can choose how much lightning to redirect. But yet again, that HC runs into the problem of where does the excess lightning go.
DESU, I think it was an error not caught by the editor/Bryke; they should have either had Azula shoot instant or quick charge lightning or they should had Zuko redirect it at her feet.

Xu Ping An's instant failed to kill Kyoshi, and Mako's instant lightning strike on Amon only temporarily stunned Amon.

In the first show, all lightning was deadly, the other shows and stories having people shrug off lightning isn't a sign of some secret rule or that it's a 'different lightning', it's a sign Brykes are hacks who can't write nor stay coherent.
