Give everyone the ability to improve, maybe yes Saiyan's have the warrior gene and getting close to death boosts their power, but humans have a similar way to surpass their limits. Toryama gave it to Namekians, even though it's pretty fricked up, but if you're going to do a series with ever increasing stakes and power, there shouldn't be this insurmountable gap where no matter what no human will ever beat a Saiyan. Scale everyone up in their own unique ways, but keep them relevant.
No more power creep after the saiyan saga, just normal progression. If transformations are actually needed, make it have a meaningful downside that comes along with it. Keep the side characters more relevant (easier with more flat power curve anyway), like fusion that can't be reversed (at least not easily).
Kaioken is good in theory, it's just never shown to have a real downside.
Goku beating Freiza after he kills krillin just because he goes berserk and stops fighting like his honorable self would have been just as good if not better than triggering a transformation that just lets him obliterate Frieza.

It ravaged his body in that fight which left him completely defenseless to great ape Vegeta. Muscle spasms and shit, although he got the better of Vegeta with the kaio ken it left him completely defenseless from pushing his body too far.
The fact the humans and Piccolo didn't learn it from king kai is such a missed opportunity. Especially Piccolo with his demon background
Goku had lost after the beam struggle. He was drained and Vegeta could have won. But Vegeta didn't know that and wasted a bunch of energy creating a moon, which became moot when his tail was cut off. By that point Gohan and Krillin could hold their own. Remember that the whole fight ended up being an endurance challenge where only Krillin was left standing, and barely. Goku would have burnt himself out if there were no allies or transformations to bail either side out.

Watch it again, when he goes super he is a class above Frieza, literally toying with him. At one point he just smacks the shit out of him for a bit
Frieza's last resort is to blow up the planet because he couldn't defeat Goku lmao. Goku even gave him some of his energy so Frieza could escape and Frieza uses it to launch an attack that Goku easily slaps down. If Toryama didn't have to hype up Trunks, that's where Frieza realistically would have died.
Honestly, I can't really find things that I hate about Saiyan to Cell. About MB, I hate that Ratku got ressurected, and I don't mind him coming back to show SS3 and fight Bejita, but he shouldn't have been resurrected, the same goes for Bejita. End of Z is average but considering how fricking AWFUL all other manga endings are, Z ending is great.

Remove Majin Buu and make Dabura the new main villain and yes without a power boost, he is Perfect Cell tier but cannot be defeated due to ego + giving up fighting (Vegeta), lack of focus and training (Gohan) and childnisness (Goten+Trunks)

Drop power levels after the saiyan arc because it's fine for someone to be obscenely strong but quantifying it and saying they're 1000x stronger makes everything sound completely arbitrary and made up (it is).
Refine zenkai to say it's a saiyan's recently acquired gains becoming manifest quicker than if they spent a month resting and waiting. Goku and Vegeta's power-ups on Namek should be linked to their recent fights and training. That way it's not a cheat code to be hacked but can still give characters quick boosts between fights for plot reasons.
Add more bits in the Cell saga to characterize Gohan and Trunks better. Nothing was outwardly bad but it didn't feel like it was Gohan's arc even though he takes center-stage for the finale. Maybe give Trunks a better arc by allowing him to coach Gohan (like Gohan coached him) and thus change history.
Either fully commit to a zany Gohan-Saiyanman arc or do a streamlined Buu arc with Vegeta and Gohan as the main characters.
Power levels and their consequences have been a disaster for media.
The idea if power levels has become pervasive. It's not enough for someone or something to be strong; it has to be stronger than the main character, and then the main character has to become stronger than it, and the cycle never ends. You get to a point where the main character, who got his arse beaten by some nobody in season 1, is now challenging gods.
Power creep is a crutch for writers who lack the ability to write smart or cunning characters who overcome with their wits.

You only get zenkai a certain amount of times, I know people hate Super here but they imply they've reached some kind of limit and their powerlevels don't jump so wildly from being healed anymore. It's more like a passive thing where they slowly improve during fights.
Make ChiChi and Bulma not act like screaming idiots the entire time. Make characters like them actually stay away from fights because they have no purpose being there. Have Bulma utilize her technical prowess more. But that'd probably piss off people who think that'd be forcing stronk wimmin.

There's a new girl (I didn't watch Super) that's a bit autistic and only get a bit of strong personality when she turn into a Broly like character. It should have ended with the Namak saga, and even that wasn't great. The android saga could have been good but then it was hijacked by Cell. Cell was a shit villain. Gohan is a shit character. Everything after Namak is just bullshit.
