Stimpy's voice works because the funniest way to play a stupid character is to just make them seem normal but then act stupid as frick. Stimpy wouldn't be half as funny as he is if he just spoke like Patrick Star or something.

drawing with consistency, on-model, especially for animation, or realistically is fricking hard, but just do some doodling around, you'll enjoy it and as long as you just follow your instincts instead of trying to copy somebody else it'll be worthwhile and you'll probably be happy with the results
drawing isn't easy at all and you need to have a certain type of mindset and personality to be autistically dedicated to a niche medium that is dying/dead for little to no pay. draw as a little side hobby sure, but for the love of god don't make it your career.

By pitching something even MORE spicy to the producers, and when they have a seizure, he "tones it down" to his original plan. That's how they do it.
