Season 2 was definitely in the works before season 1 was released, the only reason they would've cancelled it is if it flopped spectacularly like Cowboy Bebop.
It's just very restrained and mediocre because live action, especially with such a low budget, doesn't lend itself to the type of action that makes One Piece One Piece. The silver linings is that Oda made back his money on it

If they sound bad then I’m not going to watch it no matter how good everything else is, and it wasn’t very good. Certainly not good enough for me to put up with him. I guarantee there was someone else they could have chosen.

I've seen this live action version and enjoyed it because it's not as "anime" as the Chinese cartoon. The casting is okay. I had no idea that one purple haired character was trans until sickos started to cry here. I thought that was just a really soft looking guy with little sexual dimorphism.
