I mean isn't that the point? The Simpsons has a big cast but majority of that cast are one-off stereotypes or wacky zany caricatures. The joke is that Carl and Lenny are interchangeable despite race because in real life it's often the complete opposite.

To be fair, the joke/plot plays on the fact that Carl is a nothing character that even Homer and his friends know nothing about.
