I don't get Darkhawk. Isn't the whole gag of a power armored superhero that they build their own superpower?

        Japan calls lt ToKusatsu

Tokusatsu actually refers to special-effects laden live-action stuff in general, not just suited superhero stuff. Godzilla is tokusatsu.

No, you just autistically applied that single concept to an entire genre as though it was truth then b***hed about any deviation from your self-invented norm.

Ignoring the Sentai just because it would be waaay to easy (because that's basically what a Sentai is 99 out of a 100 times) and manga for the reason (Guyver likes are extremely abundant) we have:

        - Blue Beetle
        - Tech Jacket
        - War-machine (and everybody ever given a suit by Ironman in this line, to not cheat)
        - Buster Gold
        - Guardian (from Marvel)

There are quite a few even with the limited parameters, but I tried to stay with known characters. Tech Jacket being fairly popular by Image standards. Also, no Villains either, nor game characters like Samus Aran, from Metroid.

I would also argue that Nova (marvel) / Green Lantern (DC) are pretty much that, too.

          >- Blue Beetle
          legacy character but fair
          >- Tech Jacket
          >- War-machine (and everybody ever given a suit by Ironman in this line, to not cheat)
its pretty much cheating because Iron Man makes everything
          >- Buster Gold
          >- Guardian (from Marvel)
Makes his own suit. He's an engineer

I was sure Guardian wasn't the maker, but my bad; ok, Metalix, from Future Comics.
I didn't want to use side characters from Marvel or DC, villains, characters from Manga, or games, but honestly that's where you get most of the characters wearing power armour that matter, other than basically Iron-man and Iron-man like characters. Nor characters like Machine, from Dark Horse, that are fused to the tech.
There are a shit ton of old forgotten characters to chose from, but mostly one note and have the same issue of using a plasma gun as a hammer.

Power armour in comics in USA comics is not that common, for heroes at least, other than Legacy or characters within a "family" so to speak. I didn't want to mention Gordon Batman for example. If you ask for more, I will go with games and manga as reference.

By the way, Blue Beetle might be a legacy character, but only in the name department. It's hard to call him legacy when no other blue beetle used the magical armour that was supposed to always be there.

If anything the oposite is true, there is an objetive issue with the "building your own armour" stuff.

You need a some sort of limit, often pretty silly, that's hard to quantify if you want a super inventor capable of making something that can stand up hard hitter in any powered universe.
If you have; material technology; computer science; medical knowledge; weapon construction, and energy generation, to the level at which is needed for a super suit that can stand up to demigods, why would you make a fricking suit and fling yourself at issues? There are thousands of better ways to address pretty much anything while being leaps and bounds more secure, both in the sense of preventing others from accessing your technology and preserving your life. Also, you likely could make the world better by simply using your technology in pretty much any context.
Sure, it can be neat, but It only makes sense while doing so pretty strong suspension of disbelief, or with being limited by external sources that sort of defies your point.

Enter external technology that you are learning to master; boom, the character can have a power everybody wants and can drive the plot, be extremely strong but limited by their own competence and mastery of their weapon, and there is no need to justify sending yourself as a human bullet.

Therefore, you problems are subjetive and don't need an actual answer.

Darkhawks' purpose is to be a cool and common superhero idea that no one cares about because other shit exists that's done it better. I like Darkhawk, but I get the idea that no one really cares about him. He's had a ton of one shots always attempting to Jumpstart or reboot his series. they never go anywhere and no one ever cares to use him in stuff. Darkhawk is cool on paper but bland in practice.

"Around", like the general stasis of any other c-list or d-list superhero. Kind of a shame, I think the Darkhawk armor is the coolest draw of the character at this point.
