Many S2 ideas came from Lynch, but were executed by other writers. Many things are ridiculous on the surface but they usually have some kind of solid foundation
From interviews it seems like he was furious over being forced to reveal the killer and the show drops in quality after that. More whacky nonsensical stuff and lynch only directed a couple of the 22 episodes.

You can tell from the s2 premiere, it's him at his absolute most "fricking with audience expectations" about where it would go with Cooper's shooting. Lol wastes a frick ton of time explaining nothing while confusing the shit out of you.

the woods are covered in that weird lodge aura shit and the lumber mill makes all the towns stuff from said wood, including that cabinet. Still absolutely nuts though
There's that one sequence at the end of a season 3 episode where a one-off appearance Asian girl in the club falls to her knees and gets surrounded by people walking in their legs like so many trees and she looks trapped then she does the Laura scream. It makes you think, but there's no clear understanding to reach.
Lynch just loves fricking with people, and acting like there's a deeper meaning to it all. The fricked thing is sometimes there is, he sticks little high brow references and allusions in amongst the surrealism, and uses that to sell all the times he's just straight fricking with you.
