Combat system and skill trees are leagues better and the DLC story is actually written well unlike most of the base game. Still a ton of shortcomings everywhere else, though: beautiful city with nothing to do in it but kill guys, interesting characters you do two missions with and then toss aside, railroaded main narrative, etc. As someone who played it on launch and then again just recently, it is way more tolerable as a video game now. On the tail end of a second 100-hour playthrough just because I like the combat so much.
It is never going to live up to the insane promise it had, but taken on its own terms it's pretty good now.

Character design is good but it feels rushed
All Noir is based on early 20th century Los Angeles because there was such a blatant abuse of power by a wealthy few that any real justice seemed impossible. Chinatown ends with a conspiracy that goes all the way to the top being exposed when the water baron shoots his daughter (the mother of his child) in the head and absconding with his daughter/granddaughter (the product of his own incest) as she screams in horror and our hero is stopped from doing anything about it “Forget it Jake it’s Chinatown” because there’s nothing he can do because the police are in the pocket of the baron.
Neo Noir like Blade Runner is the same but in the future. The final episode of Cyberpunk Edge Runners is very similar at least in theme. David has completely forfeited the last vestiges of his humanity in order to save the woman he loves from the evil corporation and even after he saves her, the corporation still wins. Anything he accomplished is more or less a Pyrrhic victory. He’ll be remembered by Lucy and his name will become a legend to those in the scene, but the bad guys won.
All Noir just rips off French cinenma and it's just cynicism rather than based off anything real.
