Noxus needs to start doing shit before Urgot can even come into existence. He was imprisoned/sent away to the chem mines because of Noxian politics and I think Swain's takeover. I don't believe that's happened yet.

It seems to be implied that shimmer is somehow connected to the Void. Canonically speaking a small Void rift is at the bottom of Zaun, and I wouldn't be surprised if the fungal growths Singed was feeding Rio were Void organisms.
