That's Denji not Pochita, despite being fused they are still separate beings. Also Makima's powers is based on her own perceptions of the world, someone like the Chainsaw Devil she perceives as equal to or even above herself in the food chain as such she can't just auto enslave.

That's my point. Killing Power did nothing for Pochita, her relationship was only with Denji and Denji was already her dog by then.
The only way Makima was able to bring out Pochita was by having Denji go though true despair.
