Considering the main theme of the show was the dichotomy between the old and the new expressed in the form of a father and son conflict that absolutely makes sense. They had no show without that. Should have cancelled, found Nucky another son or just recast Jimmy instead of killing him.

2 seasons of kino followed by 3 seasons of (mostly) garbage, you be the judge
it's kino throughout. the reason these guys hate it is because it shows the consequences and downfall of gangsters. since the series is mostly from their pov, the audience naturally wants to identify with them and well, seeing them diminished by the end is hard to take for some who want them to be heroes, but they're not supposed to be role models.
plus jimmy was the secondary protagonist of the series and they made a decision that really pissed some people off.

3 was good because it's just Nucky at height of his power and totally impossible to frick with.

Jimmy was the only thread keeping nucky interesting. And even after Jimmy died, harrow was the best side character. I think this show really larped hard as prestige television and they did get writers and shit from sopranos, the wire etc. But it was never going to be on that level.
