It didn't. He got it done twice by one artist who left the eye light and then a third coat by another artist who filled that area in. The image in OP's pic shows stage 2.

The art looks cool, but it makes the arm look bad. The old tattoo was modest and let you see what the normal arm looks like. New Tattoo, I couldn't tell where the arm was. I thought it was a mech prosthetic from the thumbnail. You can't appreciate the natural shape of a well-trained shoulder and upper arm with all that visual junk in the way. Honestly, I'm not one to judge much because I don't like these types of huge elaborate tattoos, so I don't know what those people think about when choosing them. I prefer clean skin anyway.
