In the original plot The Wishing Star gave Magnifico the power to make wishes come true, and Magnifico's wish was to take the power to grant wishes away from The Wishing Star to establish him as a villain. The Wishing Star was a cute boy and something of a love interest for Asha, the driving story was about getting his powers back. A big chunk of the movie was already completed like that, but then a decision was made to cut out the romance, which made The Wishing Star plot lose all its significance. He was replaced by a literal toy and a new plot about grampa was invented and animated hastily. The movie was already extremely expensive because of all the tech experiments involved, there was just no way to really tie everything nicely in the end. Fawn left the project at that point. Everyone knew it's going to be shit.

      This is completely unprecedented in Disney history. They haven’t had a single profitable animated film since 2019, and they have had more live action flops than hits. I do think they saw their position as the default and felt they could shit anything out and it would be gold.       This is why it was changed, but there was not enough time to adjust the rest of the film. In the end everyone got their wishes back, and The Wishing Star's wish was to become a normal human to be with Asha.

      In that version of the story Asha only had one sidekick, Dahlia. The rest of the buddies were added to fill some plot gaps. Dario uses both the model and the real name of The Wishing Star after he became a "real boy".

          The real higher ups, not much, they aren't that involved. It's mostly the marketing that naturally influences the final shape of the movie, the creative and sales branch basically must work in convergence because it's not just about making a movie but also selling it.

          My observation is that it's more of everyone "guessing" how execs are feeling about what is being produced and acting accordingly to make them happy.
