They found out the show was cancelled and condensed tons of shit that was going to be spaced out in later seasons into season two which affected the pacing but it’s still phenomenal. Honestly because of this there’s far more plot and less filler in two. My favorite episode of the show is in season two as well (Phillippi). Rome is absolutely worth a watch and both seasons are excellent don’t let morons on here parroting a meme consensus convince you otherwise.

I remember watching Lost at a mates place, and immediately downloading all episodes available (18) taking them back to my house, and me and my housemates ending up watching all 18x 45 minute episodes in one weekend
Hannibal is so great. sucks they couldn't use anything from Silence of the Lambs, but they made it work. Still, would have really liked a proper Clarice storyline
The 2 movies The Night Stalker ('72) and The Night Strangler ('73), then the series Kolchak: The Night Stalker ('74-5), only lasted one season so didn't have time to suck. Also 70's cop show Police Story is solid throughout.
I recently rewatched the original Law & Order and thought it stayed solidly good through the first 9 seasons. Just stop once you get to season 10, which was the first post 9/11 season. The quality drops like a stone.
Yeah it doesn't fit your criteria of a show staying good all the way through, but that's still a lot of show to watch.
I completely agree with you that Columbo is a better show than Kojak; but it doesn't maintain its quality. 70s Columbo is probably the best TV show ever made, 80s and 90s Columbo is solid and I heartily recommend it; but its not on the same incredibly high level of the original run of the show.
Season 8 is a little off, but Magnum PI is great from start to end.
