The original GoldenEye screenplay ripped off the horse chase from True Lies, but Mission Impossible ripped a good chunk of the train and helicopter sequence from the opening of GE which required them to rewrite it. It's the usual issue of producers and other writers seeing the screenplay before it's greenlit and unabashedly lifting shit.
