No. For one because the lore they implied that Scooby would be a dog with a human brain and that's why he can talk, that is just a fricking terrifying concept and this show already rapes enough characters.
And that's the fundamental issue with velma as a whole, it does not understands scooby-doo characters and just writes surface levels of what the writers thought the characters were supposed to be to make fun of surface level shit. Shaggy is probably the worse one that is such a fricking non-character that he likes random shit like swords and is not an coward, so what is even the point?
Velma ultimately is just a mediocre adult comedy that uses the scooby-doo brand to be relevant and that's why scooby is not there. Adding one more character to that mess wouldn't help in anything other than just ruining another character.
The show was forbidden from having Scooby Doo appear in it iirc.
