Same reason they don't use any other black character outside of half black Miles Morales (who they can force into a race mixing relationship with Gwen), it doesn't generate outrage and seethe. It doesn't own the chuds. Having a solo Vixen animated series, movie, whatever would not have near the level of virtue signaling as turning Batman into a non binary trans black themselves.

The absolute state of DC Comics if these are really the case. What's the point of even having all those lesser-known but intriguing characters like Vixen when DC either lets them go to waste or puts them in newer stuff that fails to catch on. It's almost as bad as certain pro wrestling promotions having a bloated roster, but seemingly nothing for some wrestlers to do.

Why not a horse's virility?
Horses are less virile than humans by every possible metric. Their sex often lasts under a minute. The males can take hours to convince to have sex (which is one of the reasons why forced manual collection is the norm). Like most large animals, they're actually dicklets compared to humans once you account for body size, and the females just straight-up turn infertile for half of the year in exchage for ovulating very slightly more than once per month when they're fertile at all. Taking their powers would be the superhero equivalent of taking some antidepressants to boost your sexual prowess.

She Was a member of the Suicide Squad as a tard wrangler and the leader of the JLA at one time, they really should expand on that.
Because the writers that actually onew what to do with her are either gone or dead, and she needs to have her roots with Superman be reconnected. The best person who actually had a plan for Vixen was Dwayne McDuffie during his time in JSA, but he unfortunately got shafted badly by the execs. Alongside that, she's heavily divorced from her roots with Superman and she suffers for it. Also she should've been a viable option for Superman to frick. Surpisingly enough, RWBY is the only piece of fiction in modern times to actually make her and Supes connected again.
