The scale of frickups between these two cases is completely different. The American Army, which actually does things unlike the Royal Navy, mass-produced these and used them in numerous successful campaigns. Plus a boat is still a boat even if its tactical uses are limited, the flaw you're pointing to is much more abstract.

vault tec could have been the group that had the enclave in their pocket (which makes sense, because both were working with and an extension of the US government), and the whole time, the enclave were doing their bidding for vault tec and obtaining research from their guinea pigs, the vault dwellers, while vault tec sits far away, slowly working on something big. could have been a faction for the next (hopefully last fallout game), but they'll probably just use them as a comically-evil group that show up when its convenient for bethesda, like nuking shady sands and disappearing.
also, vault tec being the reason the nukes went off was always an interesting angle to me, but that's all fricked up because the real reason was... LE EVIL MR HOUSE CAPITALISM :000
