Cooper (the bad one) was using the finances he likely procured from being a hitman or dealing drugs or other bad behavior to fund an "experiment".
In this experiment there is a glass box placed in specific coordinates with cameras and an attendant present 24/7 - to maintain the cameras, replace the SD cards and to report any strange or significant changes.
All of this was actually a means by Cooper (the bad one) to try to trap and/or capture Judy, an ancient malevolent spiritual/cosmic force, because he wanted to have control over it so that it could not have control over him.
This is all quite clear if you watch the entire series and actually pay attention.
Bad Cooper didn't even know who Judy was.
