            He's a product of that culture though. The mentality that led to their doom is wired into him at the genetic level and he thinks it's blasphemous to deviate from it. He can't help believing it's possible to recreate Krypton exactly as it was and have it turn out okay this time; that's really the only thing he can allow himself to believe. His doomed commitment to this dream has an element of tragedy to it, for even if he wins and gets the index from Kal he will still fail in the long run because he's slavishly perpetuating a pattern of failure.

              To add to this, this is the very same reason why neither of Clark's parents left Krypton. They too were a product of that culture.

            Yes, that's the point. Zod and the like had basically become slaves to their own programming. Superman can just frick a new generation of Kryptonians so they can, too, but they choose not too because only muh codex.
