Your genetics, environment, and memories make up your choices and if you know what those are you can predict what your reactions are going to be to any situation.

We already do this with profiling, able to predict your voting habits, shopping habits, and more all from your online activity but an AI would be able to do it to an infinite degree. The machines would know the genetics of everyone in they put in the matrix, the architect controls the environment, and the matrix records everything. The oracle just puts it all together and with her influence was able to manipulate the world into ending the war.

There are already algorithms that affect your daily life. What you watch, what you buy, who you vote for. If everyone was jacked into the same network (aka the matrix) you would have complete access to all the data you would ever need to predict the future.
