There's a daycare centre in my area that has had her and other characters from their cartoon appearance (not the comic strip) for aeons and I don't understand why they would think something from 40+ years earlier (I'm presuming they opened in the 80s and Lulu cartoons were from the 40s, replacing Superman stuff as shorts at the start of movies so 40 years) would be good for kids.
Also, Lulu cartoons had a Japanese adaptation at some point. The 60s or 70s, I think, while the West never got Maruko and her weirdness

I came to say exactly this, but now that I think about it it's kinda wrong. Although the Little Lulu comics are similar to Maruko-chan stories, I think there are other "little" characters that are much more similar.
Maybe Little Audrey (comics version, not animated version) is closer to Maruko.
We didn't see Maruko's panties in every single shot, though, so in that way she's not like any of the classic "littles".
