Because the guys in the scene are still wearing the T-45 models, only a few knights (including Titus) got to use a fancier model. Cooper discussed that flaw with Bud Askins which told him they had fixed it later on, but Cooper was pissed because back then they only had T-45s.

There had, up to that point, been a SLIGHT chance the flaw had been corrected, if military contractors had actually cared about the lives of the pilots.

If the vault 33 inhabitants knew about all the bizarre corpses and messages scrawled in blood, they wouldn't have been willing to move in and would have started asking questions. It obviously couldn't have been the black woman, either, because of the sheer amount of work. The best possible explanation would be a robot workforce, but we've seen no evidence of such a thing (and if there were one, Bud would have used it against Norm).
When Vault 33 got attacked they just rebuilt and repainted everything, seeing a Vault with lots of dead makes no difference.

It makes a difference because they'll notice that the inhabitants obviously killed each other and scrawled ominous messages on the walls. the Dad isn't the mastermind of the vaults he's just the most recent of a current string of managers. the mastermind is in the Vault 31 robobrain. and he went directly from 31 --> 33, not sure what the purpose of 32 is, maybe a separate breeding pool, another experiment, or a redundancy but the vaults are arranged in a triangle formation

maybe Vault 32 is a sacrificial community part of the experiment and they found out they were screwed. it's safe to assume any time there is a "sudden blight" or "water chip" failure that it's planned Vault-Tec frickery
