anybody can hire anybody but you'd be paying him SAG-AFTRA scale for minimum; the scales are here (for television, which is probably the agreement that covers what you'd work on)

here's the thing: he's on his ass and even he won't work with someone whose scripts are written like this; you can't even spot your own spelling errors, you're not just amateur, you're failure
even though he's not working any more he's presumably still getting residuals for his successful shows when they re-air, and he's in a lot of them in the starring role so that's likely to be a considerable amount
ironically if you could write - really write - that would be something in your favor, since he doesn't need the money and - if you could approach him, which you obviously don't know how to do - you might be able to convince him to do it for free with a good enough script
