    Being in evidence control enabled him to see new methods develop as evidence was checked in. Also gave him a lot of time to go over old cases and read about new ones. Then by season 5 he had been back in regular details for about 5 years so plenty of time to get fully caught up.
    Telephones have not changed all that much over the years. You'd be surprised how antiquated most of it still is.

                I like The Wire and have watched the entire series twice through but I've realized that my worldview is fundamentally different than David Simon's and because if it I'll never be able to enjoy the show beyond a certain level.

                In the world David created for The Wire, individuals are usually almost powerless, and all power resides with institutions and the handful of people who run those institutions. The poor black residents of Baltimore have no choice but to become drug dealers because institutions like the city police or local drug gangs don't give them any other options.

                If you're like David and think that all power flows downward from institutions, the show is probably very compelling. If you disagree and think that people are more in control of their actions than the institutions they interact with, the show becomes a lot more frustrating.

                He blames the institutions instead of the blatantly unfit people running them and just uses this amorphous specter of "the system" as a scapegoat because the only alternative is suggesting new management.

      Section off a part of the city, build giant walls around it, have armed guards there to make sure trouble doesn’t kick off, and make people understand that if you enter and something bad happens, it’s on you.         I think it looks a little simpler in The Wire than IRL because:
        1. It's a TV show.
        2. It's only the western district, not the entire city.
        Say you make a hamsterdam in an IRL city. You have to put a shitton of guards (most probably policemen) inside the hamsterdam, and another shitton to make sure the junkies and dealers actually stay inside. That means you have to patrol the whole city constantly. In The Wire it worked because everyone seemed to know each other and the police just had to kick their ass a couple times.
