She was okay at first in Tiny Toons. She slowly became more of a Creator's Pet over time and more overused and obnoxious.
By the time she got to Pinky, Elmyra, and the Brain, she was insufferable. She was really a different character in that show. All of her redeeming and likable qualities were removed. She never got any comeuppance. More to the point, the writers of that show obviously hated her and the show and thought it was an idiotic idea. A lot of hatred towards her is from that show, where she was reviled.

Elmyra was one of my favorite Tiny Toon characters but I absolutely hate her in that spin-off. Yes, in both shows she was an animal abuser but in Tiny Toons her actions were just silly cartoon shenanigans because animal characters she'd abuse (Buster, Babs, Plucky) were equals to her, they could defend themselves. They could fight her, they could run away from her, they could trick her, they weren't helpless. Pinky and Brain although sentient animals like Buster and Babs, physically closer to real mice so Elmyra can just grab them with her hand and abuse them however she wants, so their interactions feel less like cartoony shenanigans and more like realistic animal abuse. What's worse is that Elmyra abuses them deliberately. In Tiny Toons she was just really dumb and didn't know how to properly treat animals, but in PEntB there are multiple moments where she hurts the mice duo on purpose, like the running gag of her getting mad at Brain for using smart words and washing his mouth with soap.
Rhoda was a parody of The Bad Seed. They didn't even change her name
