Usually it's because he is the wild card. You don't know where his story is going to go and you end up rooting for the kid because he does have good qualities that we can identify with, but also there are rare episodes of him and too many would ruin his character.
Budget decks can be pretty cheap, but I don't remember what actual cards he actually used and if they'd qualify. Mono Red is always somewhat playable even when budget, but that's clearly not what he's using.
There's also the chance that the other kids just give him cards to play with and find it cool to watch. I mean, they all went in on a chicken to play Magic, so they clearly at least somewhat value sponsoring someone who can play MTG better than they can or in a cool way.

When I was a kid and yugioh and pokemon cards was going through their craze, I wanted cards but my parents refused to buy cardboard that cost. I got cards by trading some for candy or some shit, I also had friends who gave me their commons because they had shoeboxes full of cards they didnt want. It's was easy
