I don't remember the show ever being so fluid. Even the intro only had a few moments of really solid motion, while plenty of other times things were fairly static. Was this some instance of the animation being outsourced to a studio that really gave a shit?

The biggest problem is Viacom bought TMNT specifically as a Nickolodeon property. By all means it should be a general one; make teen aimed TMNT movies for Paramount +, hell do a full adult action movie like Bodycount. And of course have our Nick kid's show and nick jr. toddler turtles.
But its a Nick show and Nick can only have kid protagonists. Shame too because April being in her late 20's was a unique character trait.

It took Rise to come up with a more pointless "she's there because we were told we needed an April" version.
Nah, Rise was a step back. 2012 was a mutant herself (with her "sixth sense" serving as an explanation for how she picked up fighting pretty quickly), and her story was pretty tightly woven with the guys. Rise was a girl that just knew them "somehow," and could fight because she did a montage.
I mean the next version might be a turtle, but Rise disproves your theory about her getting more like the turtles with each incarnation.
For better or worse that's how Mirage April was like; who got frustrated with the time she was spending with the turtles and wanted to go live a normal life to the point even splinter told her to frick off for her own good. If anything 80's toon April is the outlier-no doubt why she's the most popular one. But Movie April wasn't exactly all for running into the action, either. and at any rate, by the end of 03 April was way more willing to tag into the actual fighting.

Worse, anon. Mirage April was great initially, but over time Eastman and Laird clearly had no idea what to do with her. 2003 was the same problem taken to 11. First few stories worked, and then she was just orbiting them, brought in occasionally when the writers went "oh yeah, April exists." She was a bad version of the character, sorry. When Karai walked up to her and went "I killed the turtles" and left evidence April just went "oh no." When she found out they were alive she went "oh I'm so happy!" And that was about it. In terms of showing emotion it was maybe a 3 on a 10 scale. Why should I care about a character that reacted to the "deaths" of the guys about as forcefully as someone that found out Dunkin Donuts was out of her favorite flavor?

Mirage April already falls into "oh yeah, she exists" tier after the return to NY arc. She's even more of a doormat because for the entirety of their time in Northhampton, which is longer in the comics, she's basically their only source of income. She doesn't even get a good job either, she's just an over stressed waitress . When she actually does get a decent job she ends up leaving it to just be a landlord. This is all within the first volume.

With Mirage you can say "well they were figuring it out as they went along, and it's not THAT long a story when you think about it, so it's unfortunate she fell by the wayside but not too bad." With 2003 they knew going in that April was popular and hadn't been served well in the original comics over time. They didn't solve the problem, and with a LOT more story it stands out more that the lady in the opening credits is in significantly less than half the episodes. They HAD ways they could've used her better, there were a couple early episodes where they treated her like, y'know, a brilliant computer scientist engineer... and then they forgot and she became an occasional NPC.

What happened is cranking out 65 episodes a year because TMNT was printing money. And the show never looked that good past season 1 anyway
