No, Gato dropped it on the North American farmlands on purpose. The point of it was to further reduce the Earth's ability to sustain a large human population, thus forcing the Federation to send more people into space, creating more resentment against Earth's government and more spacenoids for the cause. By Zeta the space colonies are all filled back up and some (Side 7 at least) have even expanded despite colonists getting the worst of the OYW's casualties.
That or to put more strain on the Federation's food supply in general to increase tensions. Even if they don't move people into space, they still have mouths to feed so maybe they prioritize or even force shipments from agricultural colonies to feed those on Earth, also generating resentment.
In any case, it's flimsy writing that doesn't bridge well to other stories. We don't really hear anything about food shortages on Earth or in the colonies colonies in other stories that take place later, neither in both old media nor new content. There's no mention of any forced relocation either, at least not until the Feds institute manhunter agencies but that's not for roughly another 20 years and unlikely to be the result of any recent events.

You could have an alternative story in early UC, where the federation agrees to recognize spacenoid independence in Dec-Jan 0078. This agreement gets violated.
