I would tend to agree with this, at least in the case of a vigilante. You'd like to think there's some version of him that would maintain extreme discipline while exercising the right to kill when necessary, but killing is in many ways the easiest option, so it requires the least amount of discipline. There's no reason to believe someone who has this option available with zero consequences for mistakes would develop into a person of extreme moral discipline.
Riddler is too right and kills too many of the right people, and the movie knows it too, that's why it hastily scrabbles together the plot at the end where Riddler's incel army murders everybody in sight. They knew they'd made Riddler look too good so they had to hastily make him look bad in the final act.
