It wasn't something that needed to be said as long as you have a brain. They were working on doing the last step of unblocking his chakras, he left without doing that step, the implication seems clear that without doing that step he won't be able to go into the avatar state.
Zaheer had such an easier time doing this since he spent the majority of his life waiting for Harmonic Convergence to happen and rigged the system so badly in his favor it was out of Korra and Tenzin's wildest nightmares
