Depends what you mean by character. She's a pretty good villain. She's cunning, manipulative, power hungry and smart/talented enough to pursue her objectives but she's also ultimately flawed which causes her downfall, which is great.

She was the perfect villain for the show. People don't get it. She isn't supposed to be this nuanced character, Azula is supposed to just be evil, be a serious threat to the protagonists, and a constrast to zuko by being (until the end of the show), calm, collected and calculated. Zuko already fufills the role of being the complex villain turned anti-hero to protagonist who the show can lean on for emotional stuff + character growth.
Azula's downfall was that she only controlled through fear and power, and had no TRUE allies. Seriously, whenever she showed up in book 2 she was the threat, the #1 op to the avatar's team. She was great for what she was originally written for, not whatever bullshit the comics did

Well yeah, she's a great villain regardless of how she looks.
There already isn't anything to like about this character. And I mean that in the best possible way, she's really one of my favorite love-to-hate villains.

There needs to be some elegance and commanding charisma in a villain this kind.
If Azula looked like a gross Murrican tattooed landwhale she wouldn't be believable as a proud fighting young woman who comes from a royal privilege family.
So the question is a trick one. She can be unattractive from birth but she still needs to look like she puts care and pride on her looks to place herself bove commoners.

Her design is only complete with her voice and attitude. Her look is just part of why I like her. A girl who can take down the Avatar, conquer a whole kingdom and do it with finesse is bad ass.
OP, Azula is one of the few girls in animation people love / hate for her personality. She is dressed properly and a bunch of other characters are much more attractive than her in the series. There is a reason every ATLA thread dies if not about Azula. You should ask this about Korra, a character who is 100% carried by her looks and nothing else.
