The first arc is slow setup and then it gets faster once you meet Luthen at the end of 3, and really kicks into gear with 4 when the scope expands to Coruscant etc. The prison arc (8 to 10) is some of the best TV ever, as is the finale.

Eh, the quality/attention to detail is still high in the first eps, but the pace is slightly sluggish. There's a reason they dropped the first 3 at once as the premiere.

You call it sluggish, I call it comfy. I don't know why so many people can't appreciate a slow buildup. It's not necessary to have a massive shootout in every episode.
The opening eps work better on rewatch, since they setup the setting and relationships for the best ep (finale), but I still think they are a little slow. Some of the stuff on Ferrix especially. Bix as a character isn't all that interesting. Idk, I just think those eps were the only ones that showed any hint of pacing/interest issues. But overall as I said, the quality of the scripts and general attention to detail still makes them good eps of tv all things considered.
