I have a theory that Velaryons won't be very recent descendants of Summer Islanders per say, but a variation of the Valyrians who may have dabbled in some magical eugenics shit that gave them their affinity for dragons and magic + silver hair.
Like, the Freehold may have had an assimilated family or two that wasn't descended from the original Valyrian shepherds, but had undergone the same eugenics experiment like the "original" Valyrians and basically fully assimilated into their subspecies.
Valyrians clearly viewed themselves above average humans and there may be some truth to it - if they augmented their genotypes and fenotypes with some type of magical experiment, they could've become a subspecies of humans with its own variations.

Velaryons were not dragonlords. They were seafarers. They'd been in Westeros much longer than the Targaryens.
The Celtigars are another family with roots in Valyria that had been living in Westeros. They were not dragonlords either.
