Like the episode before this one we're introduced to Kamino for the first time and they're getting married and now O'Brien is saving the day. Prior to these two eps he was just a recurring extra.
I don't think you can call it a hijacking when that was the literal plot of the episode. Also they apparently really liked that one because they recycled it for DS9, even though evil Keiko is unironically nicer than regular Keiko.

The writers wanted a character who could be a stand-in for the blue collar working man. O'Brien was already a character and they liked Colm Meaney, so they broke continuity to work him into that spot.
This is my favorite TNG episode. Most homosexuals will say something like Inner Light or Chain of Command, but this one truly shows the cruelty of politics in a very soft, strategic way. Watching this defined me as a man.
