Because the writers and editors at DC are casuals who only know three settings.

Yes. Constantly reusing the same 5 locations makes the world seem fricking tiny.
If they did, I feel like other people would complain that they aren't using their already established locations like Smallville.
At the end of the day, they just wanted to put Fire and Ice in Smallville specifically, the Kents apparently have a role in this series, and you can only have them in Smallville.

Nothing seems to suggest they're turning guy abusive, but all we have right now from his appearance in the book is this, and he looks like a twink, so who knows?

Superman needing to step in to stop a fight between Ice and Guy isn't exactly leaving me hopeful.
Guy gets het up really easily, and does have a history of clashing with Superman (sort of). But the idea that you need anyone but Ice to get him to slow his roll is, bizarre. And its especially shitty because of his recent outright character assassination in whichever Tom King misery porn comic that made the rounds, a while ago.

Seriously. Guy is brash but he's grown out of his total jerkass phase. Can he be an ass? Sure but it's more wise ass than malicious scumbag.

I'm fine with Fire and Ice in Smallville, it's not like any other hero was already there or something, I'm not even sure if we've had any modern day books completely take place there, it's usually all just flashbacks or short visits.
What I'm NOT fine with is Hawkgirl's book taking place in Metropolis, that's place has all the Supers AND Martian Manhunter, Kendra should've gone to Midway City or something.

If DC didn't make them gay in the Valentine's anthology they had a story in then I don't think they'll be made gay here. If the comic was starting in June then maybe, but it is starting in September.
