No. It hasn't happened since animation began, why would it now?
Hopefully so. The market needs some much needed variety.
I'm inclined to doubt it for all of the nations you've listed. Maybe there'll be more ouiaboos in the future because the French animate a lot of stuff but I do not see a lot of other nations as having the variety (Japan) or reach (USA) of content to become international phenomena. However, you're talking in terms of decades, so who knows.
Russia? Certainly.
Latin America? Maybe.
Middle east and Germany?
Not in our lifetime.

China is a serious contender and they've made a crazy amount of progress in a short amount of time in the field.

If we're talking about who will make the biggest influence on animation outside of the US and Japan, I would have to say it would be China. It's the country with the most amount of progress (seriously check out the early 2000s and now) and they have the funds needed for large scale productions.
But in terms of other countries producing more content, I do think it will become the case. Particularly because of the greater accessibility to teaching tools (the internet).
No we won't because there won't be the money put into these countries' animation industry that was put into Japan's animation industry.
Definitely not, Japan and USA can have animation industry because they already secured local food production and importation. Other countries still struggle with taking in moron immigrants, wars, local terrorist groups etc.
Agreed, animation can only be pursued by a middle class. It's time consuming and requires stability.
I doubt it with the exception of potentially France and perhaps Mexico. None of the other countries seem to be showing much potential for it, though I'm holding out hope for a few Middle Eastern animated feature films.
