Frank Semyon, a former gutter thug gone legit, aspires to have a family and create a legacy for them, the culmination of his life journey from bottom of society to top. The plot of local corrupt politicians to acquire the lands and properties (so it could be sold to the gov later for a much higher price because they plan to build a highway or a railroad along it) is suspended because of a murder of one of the people responsible for it - Caspar. Cops start investigating the muder and dig up a lot of shit connected to that conspiracy and much more.
I'm still not sure why the mayor was killed, though, and by whom.

The corruption envelopes the entire plot. The main characters are small fish who are slightly fricked up regular joes. They can't perceive their insignificance. When they find traces of the situation they're in, as justice in a hellish place, they fricking die or flee.
