While she is undeniably a bad person, most of her actions come from wanting to see either herself or her friends succeed, and the worst she'd ever really done is try to kill Sprig. Bear in mind, I think someone calculated that the average number assigned is around 300; but that's taking into account the person who started with 4200, who was a gigantic outlier.
I choose to believe that bigger issues = bigger numbers. It's simple, easy and requires no explanation because it's consistent with how the numbers work once they're assigned.
Besides, you could argue that being arbitrary is kind of the point, since they're assigned by One, who's just winging it because he has no idea what he's doing.

Book 4 had some good parts but it also perfectly showed they had no idea what they were doing and they were just going to go on circles forever in terms of storytelling and characterization. Let it die or give it to more talented writers who can do actual crazy unique ideas
