I mentioned this a previous thread, but there's only a few and there's a big problem, in the late 60s/early 70s, the government basically did a sort of expropiation of cinema and (although unexisting) animation, as well as comicbooks. The government have full creative control of projects (unless they manage to find a foreigner entity to fund the project like Villanos did with CN or Legend Quest with Netflix) and thus the government in a single move killed decades of what was known as the "Golden Era of Mexican Cinema" (the stuff Coco references in the Black and White movie segments) AND the mexican comicbook industry (RIP Kaliman).
But another factor is, 47% of the country lives in extreme poverty. Even if the demand for homegrown cartoons that were on the level of shonen anime were there, there's no feasable way to make merch that the general population would be able to afford in the same way Japanese parents get shit for their kids, and thus the feedback loop of cartoon > merch > more cartoon > more merch isn't a possible.
Even in the golden era of cinema and comicbooks, all Santo merch were bootleg wrestler figures with no joints.
