      Where are you supposed to walk? It's illegal to walk on public freeways for safety reasons and if you walk on private property you are trespassing.

Granted, you're still at risk for the average American citizen or police officer to attempt to break in and murder you, but it's more dangerous outside. "Nice days" in particular see an increase in black activity and crime.

          They've made policing a low-pay job for fat imbecilic bullies, then act shocked that they waddle around trying to bully anyone at any opportunity. My Dad said that a few years after he graduated from his small-town High School, most of the worst bullies were fresh faced city cops.
          It's all the uniform and power-trip of the military with none of the actual courage. We saw "police courage" in that small Texas town on display.
          They prefer to bust down your door without knocking at 3AM with gun drawn if there's even the smallest hint of danger.

He basically looked like a hippy with a military jacket (which draft dodgers sometimes wore). The sheriff basically wanted to keep his small town clean and avoid any trouble that this drifter might cause. Rambo has been kicked out of lots of towns by that point and has always went along with it but he decides this is the last straw. The sheriff dumps him twice and he keeps coming back into town until he has to arrest him
