its both. Its base and animalistic, the "lowest" form of comedy, along with diarrhea, but it is universally funny because of this, everyone gets it, because there's nothing to "get". there's no niche or excluded audience with these jokes, its just funny.

It's about context. If it happens once, most people are going to laugh, whether they are a 5 year old kid or a Nobel Prize winning genius. The difference between the idiot kid and the intelligent person is that the kid will keep thinking it's just as funny if it happens again and again in exactly the same way, whereas an intelligent person is not going to be satisfied with the lowest possible most basic level of comedy being repeated ad nauseam.
