People were easier to entertain in the time the movie's set, Joker's goofy impersonation is meant to be disarmingly humorous among his comrades and nothing more.
There is an off-kilter and unsettling use of humour and weird dialogue exchanges throughout the film, though, and probably entirely intentional on Kubrick's part.

My boss knew a vietnam vet back in his small town right after the war ended. The guy told them the story of a private they had named "colonel". This is a strange nickname for sure, but it has a great story.
They were stationed on a firebase, and apparently on firebases, they would keep pigs specifically to feed on the sewage from the latrine. This private landed, and went to take a shit. Something he had eaten made his shit extremely appealing to the pigs, and they went into a frenzy trying to eat his as it came out. It got to the point that one of the pigs latched onto the dudes bare ass from beneath the bench of the latrine, and tried to suck the shit out of his ass. The joke became "you heard of finger licking good chicken? this guy has ass-sucking good shit!" and that's why he was the Colonel.

The vet who told my boss this was nicknamed rabbit, and it came from him being some kind of recon guy, I think in the special forces but it's hazy. Anyway, he got this name because he was sent out on a mission, and he was asked to literally sit right outside a VC encampment and just listen in on them. He was a bit green at that point, so he accidentally tipped them off to his presence by cutting himself on some razor wire and yelping, and they came right to where he was to investigate. He managed to hide under some foliage, so they couldn't immediately see him. After a couple minutes of looking around, their CO came over to ask what was going on, and one of the VC said something like "it was probably a rabbit," and they went back to their camp. Rabbit went back to his camp and told the story, and that's how he got his name
