The problem with Leftovers is that there are like 4 other shows that are very thematically similar to it.

As for highbrow stuff, I think they are trying to balance high minded shows with those of commercial value, so for every green lit simmons show on the health care system in some city, it is balanced by dc shows
Also, they probably realize that max requires at least 6 flagship shows each year for a duration of 8 episodes to maintain subsciber count throughout the year, so the 3 main studios can contribute thusly

Dc: 2 series a year is what gunn has promised to deliver, can be a mix of live action and animation
All the other stuff, besides this flagship, emmy productions can be bundled in with the bigger tent pole releases in the future
