Garth dated Wonder Girl during his time with the Teen Titans, and later dated Omen during their time with the Titans, but broke up off-panel. He is currently in a relationship with Tula.
It was revealed that the difficulty in his relationship with Donna as a teenager was due to Garth being sexually fluid and feeling that part of him was not fully in it with her.

The only reference to Garth's "fluidity" was in a single comic solicitation from earlier this year that wound up having nothing to do with what was actually published.
So maybe they'd planned on making Garth bi, but it never made it to print.
