Seriously, why does he suck so much? They tried so many different things with him and nothing worked. He was set up as Bri''ish Peter Parker but it didn't take. In Excalibur he was a walking joke. He's a supposed supergenius magic superman and he does jack. Then there's that moronic bit about the Captain Britain Corps being Multiversal Protectors. Just how hard is it to market him that everything falls apart?

Because of two reasons:
1. His ONLY well known run was Alan Moore;s run.
2. Marvel have never given much of a shit about anything beyond the borders of the US. Sure, they'll have new characters from new countries but they almost inevitably wind up in new york. Anywhere that's not New York and about 3 other places is as fleshed out as a fighting game background.

Captain Britain and MI-13 was good IMO short and Self-contained mostly and was the last good use of the character
As a Brit myself, I've never liked Captain Britain. It's just the name that really irks me. It comes across as desperate, a me-too also-ran riding on Captain America's coat tails.
