Other heroes, god-like supervillains etc are rational, measured, easier to predict and counter. Gotham's baddies have the powers of insanity and unpredictability. Just when he thinks he has it figured out, they take a sharp left turn for shits and giggles or no good reason at all.

WB likes Batman cause he's famous and doesn't cost alot on special effects. His movies can easily be the cheapest to shit out while having hight returns. So he gets a push from the top from time to time. Meanwhile Green Lantern and Aquaman cost a frick ton to make and it's a huge gamble of if they make any money at all.
