      In MS Igloo they don't test mobile suits except for the Z'Gok Diver and the Zudah, and usually they're desperately trying to prove that their experimental weapons work. MSV-R is the manga series that points out flaws in Zeon MS like early Zakus needing to manually reload single shot bazookas, or aquatic MS getting their claws stuck in the hulls of enemy ships.

      No, he's just part of the engineering team assisting with the final assembly and delivery of the Neue Ziel to the Delaz fleet. The Axis Zeon consider the Neue Ziel completed, but it was Oliver who apparently noticed that the reactor isn't working properly.

        MS igloo felt more like the weapons were getting screwed over by politics rather than any issues with the actual weapons.

          Technically none of the weapons were super great, and the politicking was mainly either in hindsight or just busywork for the 603rd.

          The giant plasma cannon was more of a decoy for the Feds to attack while the real secret weapon was the deployment of Zakus at Loum.
          Hildolfr was already a rejected failure, the only reason they pulled it out of storage was because the Earth invasion was rushed and poorly planned, and it was meant to reinforce the troops on Earth. Also they really only had the one tank ace to pair it with, it did amazing but doubtful that every Hildolfr can pull off those kinds of wins.
          Z'Gok Diver ended up working well exactly once because its equipment was kinda really situational and specialized, and then it got shot down by patrolling forces after that one success.
          Zudah was already a victim of military industrial politics by Zeonic capitalizing on the fact that Zimmad's engine was faulty, as it turns out a real flaw that causes the whole machine to explode really does sink a project. It was not actually improved when reintroduced later as a "next generation" grunt prototype and still had that fatal flaw.
