In MS Igloo they don't test mobile suits except for the Z'Gok Diver and the Zudah, and usually they're desperately trying to prove that their experimental weapons work. MSV-R is the manga series that points out flaws in Zeon MS like early Zakus needing to manually reload single shot bazookas, or aquatic MS getting their claws stuck in the hulls of enemy ships.

Z'Gok Diver ended up working well exactly once because its equipment was kinda really situational and specialized, and then it got shot down by patrolling forces after that one success.
