The plot would start out with it being Justice League vs Black Adam, but Rock would insist on rewrites that turn it into "Suicide Squad goes after Justice League while they fight Black Adam, and Black Adam saves them."

Black Adam vs Justice League I kind of understand but vs. Suicide Squad!? The Suicide Squad isn't even in the same league as Black Adam and the Justice League. If it was Batman vs the Suicide Squad, I could see it happening.
From what I can gather it's more like JL and SS vs Black Adam but the two teams aren't working together, they just both want to stop him but by different means probably which brings them into conflict.

What makes actors more powerful enough to suggest changes. Harley Quinn went to shit when Robbie started to have her inputs. Deadpool became too much memey when Ryan started to become the face and had final say in everything.
