Genndy revealed in an interview he did on Joe Dante's podcast that Fixed is a project he'd been trying to get a studio to buy since 2010. The dog balls premise and the hand-drawn look were his choice.

For some unholy reason, every famous animator has that one vanity project that makes you wonder what the hell were they thinking.
Listened to that interview last year. It was a treasure to hear him reminiscing about the Hannah Barbara days. He also mentions, as a love letter to 2D, he seeked out the best animators in the world to work on Fixed... a movie entirely about dog penises.
Part of drawing or becoming an animator is learning anatomy, so you have to drawn nude people as a reference eventually. The best artist are honestly the horniest. They get detail, appeal, and anatomy right.
Now, a movie about dog balls is an entirely different topic to unpack, but I feel Genndy, a guy whose worked under different studios with restrictions, really wanted to make a movie as sexually deviant as this.
Props to him at least. I’d see at least once before writing it off.
WB can't write it off since they're not funding it. Sony funded/produced it, WB are just the distributors. I'm sure they'll silently dump it out the same day as Deadpool 3 with little to no marketing.
